Telehealth use has exploded during the COVID-19 pandemic. ACHP plans will share how they have leveraged telehealth during the pandemic to support members with behavioral health needs. They will also discuss how the COVID-19 pandemic has changed the way people view mental health; their top advocacy issues related to telebehavioral health; insights into the “new normal” for telebehavioral health; and more.

Carl Rorie Alexandrov

Director, Behavioral Health Operations

Company/Employment: CDPHP

Bio: Carl Rorie Alexandrov, BA, LMSW, joined CDPHP in 2009 as manager of behavioral health services and currently serves as director of behavioral health operations. In this role, Carl directly oversees the behavioral health call center, assists with implementing and managing utilization management and quality initiatives, and integrates behavioral health with other medical services. Prior to joining CDPHP, Carl was a clinical manager for UnitedHealth Group and directly supervised the clinical team completing utilization review and quality management for behavioral health benefits. He also served as a clinical manager at ValueOptions (now Beacon Health Options) and St. Peter’s Behavioral Health. Carl is a member of the National Associated of Social Workers and is certified in social work by the New York State Department of Education. Carl earned a master’s in social work and a B.A. in communications from The University at Albany.

Anne Fernandez, MD

Vice President for Behavioral Health and Medical Integration

 

Company/Employment: CDPHP

Bio: Anne C. Fernandez, MD, MS, MBA joined CDPHP in December 2012 as medical director and was promoted to Vice President for Behavioral Health and Medical Integration in July 2018. In this role, Dr. Fernandez directs all clinical aspects of the Behavioral Health Department and assists with providing medical expertise to the plan as well as integration with other medical services. Prior to joining CDPHP, Dr. Fernandez was a staff psychiatrist at St. Peter’s Healthcare in Albany where she saw outpatients in St. Peter’s Addiction Recovery Center clinics throughout the Capital District. She also served as an attending psychiatrist for Bassett Health Care System in Cooperstown and before medical school, worked in the Mental Health and Substance Abuse Unit and the Finance Unit of the New York State Division of Budget. Board certified in Addiction Medicine and in Psychiatry and Neurology, Dr. Fernandez earned her medical degree from SUNY Stony Brook and is a Distinguished Fellow of the America Psychiatric Association. She competed her Internship at the University of Virginia in Charlottesville and her Psychiatric Residency at the Hillside Division of Long Island Jewish Medical Center. She also holds an M.B.A. in Health Systems Administration from Union College in Schenectady, a Masters in Science and Technology Studies (STS) from RPI in Troy and a bachelor’s degree in biology from Vassar College in Poughkeepsie.

Mike Franz, MD

Medical Director of Behavioral Health

Company/Employment: PacificSource Health Plans

Bio: Dr. Franz is a board-certified child & adolescent and adult psychiatrist who has worked in a variety of clinical and administrative leadership positions in Oregon and nationally.  He is currently Medical Director of Behavioral Health at PacificSource where he oversees Medicaid, Commercial and Medicare lines of across four states.  In that role he has made significant progress toward developing sustainable reimbursement of behavioral health integration in medical settings.  On Fridays, he works as a clinician providing psychiatric direct care and consultation to pediatric clinics via telemedicine and the Collaborative Care Model.  In addition, Dr. Franz is a co-owner and consultant for Cartesian Solutions LLC which helps organizations address health complexity by improving outcomes and lowering costs. Dr. Franz is a past-president of the Oregon Council of Child & Adolescent Psychiatry and continues as an active member of its Executive Council.   He is a Distinguished Fellow of the American Academy of Child & Adolescent Psychiatry (AACAP) and a Fellow of the American Psychiatric Association (APA).  Dr. Franz lives in Bend, Oregon with his wife and two daughters where they enjoy skiing, biking, hiking, backpacking, and playing in their backyard.

Kanchana Madhavan, MD

Medical Director for Coordinated Behavioral Health

Company/Employment: Health Alliance Plan

Bio: Dr. Kanchana Madhavan is the medical director for Health Alliance Plan’s Coordinated Behavioral Health Management Dept. (HAP CBHM) in Michigan. HAP is unique in many ways, but most notably in its alliance with the Henry Ford Health System, with whom HAP has a close and dynamic partnership. This is Dr. Madhavan’s 5th year with HAP. Making care accessible to all, at the right time, and using population parameters to leverage the most appropriate model for care is her philosophy in health care. In her role, Dr. Madhavan provides clinical behavioral health leadership for all lines of business, including Commercial, Medicare Advantage and the dual eligible plans. She leads the quality behavioral health initiatives including accessibility, safety, appropriateness, efficiency, and cost-effectiveness of care. She offers clinical leadership for a team of psychologists/social work professionals by incorporating teamwork, understanding of the latest research and innovative approaches to behavioral medicine. Dr. Madhavan is double boarded in Adult psychiatry and Child/Adolescent psychiatry, and holds a part-time clinical senior staff position at the Henry Ford Health System, which includes medical student and resident training. She splits her time between the practice of medicine and business of medicine, which gives her a holistic advantage in improving patient care and experience. Dr. Madhavan is passionate about teaching, being able to pass on her experience and the knowledge of her own teachers to the next generation of doctors and health care professionals.

Stacey Staudenmeier

Associate Vice President of Behavioral Health and Health Choices

Company/Employment: Geisinger Health Plan

Bio: As the AVP of Behavioral Health and Health Choices, Stacey Staudenmeier is responsible for the oversight of the Behavioral Health Care Management, Special Needs Unit and Community Health Assistant program within Population Health. Stacey’s team focuses on high risk women’s and pediatrics, coordination of physical health and behavioral health, and addressing Social Determinants of Health to improve access and quality of health care. Stacey joined Geisinger Health Plan in 2013 as the Behavioral Health Coordinator and in 2015 joined the Population Health team. Prior to joining Geisinger, Stacey worked for a Pennsylvania Behavioral Health Managed Care Organization as a Senior Care Manager for 4+ years and has an additional 8 years’ experience working in Behavioral Health with over half of that time providing direct patient care as well as management and oversight in an Outpatient setting. Stacey is a graduate of the Temple University School of Social Work Master’s Program and currently holds a Pennsylvania Social Work License. Additionally, Stacey holds a Master’s in Healthcare Administration from Saint Joseph’s University.
