Anthony Davis

His work has pushed forward state, regional, and national initiatives across the QI industry. Anthony began his career at a small rural based health plan in Salem, Oregon building QI infrastructure support in the form of Performance Improvement Projects (PIPs), Quality Improvement Projects (QIPs), and State/Federal regulatory reporting requirements. He then spent several years leading working at the National Committee for Quality Assurance (NCQA) around HEDIS and health plan accreditation programs specifically aimed and Medicare and SNP plans. His work then crossed over to United Health Group and Optum where he directed national initiatives aimed at improving quality and risk adjustment scores for nearly 8.5 Million covered lives. Most recently, Anthony serves as the current Senior Director for Quality Strategy at UPMC Health Plan in Pittsburgh, Pennsylvania. Matt DoBias

Associate Director, External Affairs

Bio: Matt is an associate director of External Affairs at ACHP. Matt is leading both ACHP’s Elections 2020 initiative and its Price Transparency Certification work. Matt is a former health care reporter for several different publications, including Modern Healthcare National Journal and Politico. During that time, he enjoyed a front row seat to history, covering both the Medicare Modernization Act, the Affordable Care Act and many more bills, rules and regulations that greatly shifted the health care landscape. Matt also worked for PwC’s Health Research Institute and the government affairs firm Health Policy Source Inc. Prior to joining CDPHP, Dr. Fernandez was a staff psychiatrist at St. Peter’s Healthcare in Albany where she saw outpatients in St. Peter’s Addiction Recovery Center clinics throughout the Capital District. She also served as an attending psychiatrist for Bassett Health Care System in Cooperstown and before medical school, worked in the Mental Health and Substance Abuse Unit and the Finance Unit of the New York State Division of Budget. Board certified in Addiction Medicine and in Psychiatry and Neurology, Dr. Fernandez earned her medical degree from SUNY Stony Brook and is a Distinguished Fellow of the America Psychiatric Association. She competed her Internship at the University of Virginia in Charlottesville and her Psychiatric Residency at the Hillside Division of Long Island Jewish Medical Center. She also holds an M.B.A. in Health Systems Administration from Union College in Schenectady, a Masters in Science and Technology Studies (STS) from RPI in Troy and a bachelor’s degree in biology from Vassar College in Poughkeepsie. Mike Franz, MD

Bio: Dr. Franz is a board-certified child & adolescent and adult psychiatrist who has worked in a variety of clinical and administrative leadership positions in Oregon and nationally.  He is currently Medical Director of Behavioral Health at PacificSource where he oversees Medicaid, Commercial and Medicare lines of across four states.  In that role he has made significant progress toward developing sustainable reimbursement of behavioral health integration in medical settings.  On Fridays, he works as a clinician providing psychiatric direct care and consultation to pediatric clinics via telemedicine and the Collaborative Care Model.  In addition, Dr. Franz is a co-owner and consultant for Cartesian Solutions LLC which helps organizations address health complexity by improving outcomes and lowering costs. Dr. Franz is a past-president of the Oregon Council of Child & Adolescent Psychiatry and continues as an active member of its Executive Council.   He is a Distinguished Fellow of the American Academy of Child & Adolescent Psychiatry (AACAP) and a Fellow of the American Psychiatric Association (APA).  Dr. Franz lives in Bend, Oregon with his wife and two daughters where they enjoy skiing, biking, hiking, backpacking, and playing in their backyard. Bio: Michael Alan Horberg, MD is also the director of the Mid-Atlantic Permanente Research Institute (MAPRI). As Associate Medical Director, Dr. Horberg is responsible for all research activities in Kaiser Permanente Mid-Atlantic States (KPMAS). He serves as the medical director for KPMAS Community Health, and is the Medicaid leader for MAPMG, including Chief Medical Officer for Kaiser Permanente Mid-Atlantic States in Maryland Medicaid. Michael leads HIV, STD, and transgender health care efforts in the region, and HIV and STD care program-wide for Kaiser Permanente. Dr. Horberg leads our Medical Genetics and Genomics strategy for MAPMG and is Executive Sponsor for KPMAS’ Commission on Cancer Accreditation and National Surgical Quality Improvement Program. Dr. Horberg serves as director of HIV/AIDS program-wide for Kaiser Permanente and as Clinical Lead for HIV/AIDS and STDs for the Care Management Institute. Connie Hwang, MD

Bio: Dr. Hwang is a general internist with expertise in quality measurement and population health. At Alliance of Community Health Plans (ACHP), she is Chief Medical Officer and Director of Clinical Innovation, providing clinical leadership on health care transformation, provider partnerships, quality improvement and affordability. Prior to ACHP, Dr. Hwang was Vice President of Quality at Evolent Health and led improvement initiatives for Medicare Advantage Star Ratings, CMS ACOs, State Medicaid quality programs, payer partnerships, and NCQA HEDIS performance. Dr. Hwang was previously Vice President at the National Quality Forum and launched the Measure Applications Partnership, a public- private collaboration convened to review performance measures for CMS’ value- based care programs. Dr. Hwang is a former RWJ Clinical Scholar and MPH graduate from Johns Hopkins who completed her Internal Medicine residency at Thomas Jefferson University Hospital in Philadelphia and graduated with her medical degree from Mount Sinai School of Medicine in New York. Eva Powell

Early experiences with social determinants of health as a hospital social worker were formative in Ms. Powell’s passion for community-based strategies. After leading hospital quality improvement programming for the Medicare QIO Program in North Carolina, she relocated to the nation’s capital to lead policy and advocacy strategy for consumer-focused health IT at the National Partnership for Women & Families. Following passage of the ACA, she joined Evolent Health, where she led development and implementation of comprehensive strategies to support clients’ value based contracting and performance goals. In this capacity she has laid a foundation for leading health plan social needs interventions at the individual, community and policy level, developing partnerships between ACHP and key stakeholders in this critical area of work. Eva is passionate about promoting better health for all people, and to making people and their communities the central focus as healthcare re-orients toward greater value and affordability. Early experiences with social determinants of health as a hospital social worker were formative in Ms. Powell’s passion for community-based strategies. After leading hospital quality improvement programming for the Medicare QIO Program in North Carolina, she relocated to the nation’s capital to lead policy and advocacy strategy for consumer-focused health IT at the National Partnership for Women & Families. Following passage of the ACA, she joined Evolent Health, where she led development and implementation of comprehensive strategies to support clients’ value based contracting and performance goals.

Carl Rorie Alexandrov

Bio: Carl Rorie Alexandrov, BA, LMSW, joined CDPHP in 2009 as manager of behavioral health services and currently serves as director of behavioral health operations. Stacey Staudenmeier

Bio: As the AVP of Behavioral Health and Health Choices, Stacey Staudenmeier is responsible for the oversight of the Behavioral Health Care Management, Special Needs Unit and Community Health Assistant program within Population Health. Bio: Sue Wilhelm received a B.S. in Pharmacy from University of Wisconsin- Madison in 1995 and earned her board certification as a pharmacotherapy specialist in 2009.  She has over 20 years of experience as an ambulatory care pharmacist and manager with Marshfield Clinic Health System.  During this time, she oversaw the design and development of the specialty pharmacy program.  In 2016 she joined Security Health Plan as the Director of Pharmacy Services and was charged with formulary management, utilization management, P&T Committee and oversight of pharmacy benefit manager (PBM). Her practice interests include controlled substance management, population health management, data analytics and quality improvement.  Ms. Wilhelm joined Dean Health Plan in September of 2020 as the Director of Pharmacy.
